When I first met him, he was a police officer. Very excited about not being one anymore, but also not terribly good at ... well, much if anything that involved him not being a police officer. It was very Turian of him.

There was one time where he attempted to flirt by properly calibrating her ship. Also another where he accidentally killed someone by coughing on them.

It was effective due to the species of the person he coughed on, specifically.

Quarians are a race of people who, due to weakened immune systems, are unable to interact with any exterior environment. Even their own home planet. A single suit puncture, or a well placed cough, can be deadly.

Oh? I suppose I don't know Garrus well enough to have ever notice him being easily distracted. I would've expected him to be more vigilant while interacting with someone so potentially vulnerable.
