Personality:
1) Tell us about who your character is and what someone’s first impression would be upon meeting them.
Despite his position as a “detective” (not an actual official title, but it’s what he prefers and what everyone refers to him as anyway) at what is essentially Inazuma’s highest form of governmental police, Heizou is a bright, cheerful, lively young man with genius level intelligence and a terrible disregard for authority. He’s such a free spirit that it might be hard for an outsider to believe that he’s in such a line of work at all. He’s rarely seen without a grin across his face, though there is certainly always a glint in his eye that implies he knows more than he’s letting on about any given topic. That’s probably because it’s better for everyone, and maybe a little easier, for him to maintain an air of fun and mischief, playfulness on the brink of flirtatious… At least until the situation or circumstances call for it.
Even though he maintains a certain level of civility and politeness with everyone he interacts with, Heizou can be difficult to really get along with. He’ll admit that he’s “friendly enough” with most people, but there aren’t many he’d count as his actual friends. He’s incredibly observant, making constant mental notes about anything and everything around him, and due to that curious nature of his (and probably a habit from his detective work) he often speaks in ways that may seem leading, perhaps to the point of condescension. He may even sound quite flirtatious from time to time, something he does both for fun and for getting information. His work is important, and he’ll do whatever it takes to uncover the truth behind a case he’s working on, even if sometimes his hands have to get a little dirty in the process. With his methods being the way they are, it’s no wonder that most people prefer to avoid being in his company.
However, once someone catches Heizou’s attention in a good way, he’s eager to bring them along for his kind of fun; puzzle games, mystery novels, escape rooms, riddles, even solving actual cases together. He enjoys a good challenge, anything to help keep his mind sharp and imagination active, and it’s in moments like these that his cheerful demeanor seems less like a facade. Generally speaking he does actually like people as a whole; it’s the individuals who try to hurt others that he has a major problem with.
2) What is a driving force your character has? What goals do they have, what motivates them, etc?
In Teyvat, everyone who has been given a Vision has some kind of philosophy that they strongly adhere to or a grand ambition or dream that they’re working toward. In Heizou’s case it’s the latter. An incident in his childhood brought him to the decision that sin itself was his mortal enemy, and all he wants out of his rising fame as a detective (or his infamy, depending on who you ask) is to strike fear into all would-be criminals. Only if he becomes able to stop all crimes before they happen will he consider himself to have achieved his ultimate goal. His talent for deductive reasoning and his razor-sharp intuition (his “trump card”, a gift he was born with that he will often claim can surpass the power of the gods) is what led him to become a detective in the first place. And working with the Tenryou Commission (the Inazuman police) is the best way to stay on the front lines of his own personal war, all while hoping he can protect people from losing their innocence to the temptations of committing sin.
3) What are their flaws as a character? What is something they've messed up, or have done that they regret?
Whether he means to or not, Heizou has a tendency to keep a safe distance between himself and other people. Much of the time that’s his own fault, having rubbed someone the wrong way with something he’s said or done. Sometimes his reputation simply precedes him, for better or for worse. And for the most part he’s used to it. He rarely - if ever - takes steps to close any of that distance, or to correct anyone’s misgivings about him. He has no problem with letting people think whatever they will of him, since sometimes that actually works out in his favor. But that only ends up isolating him further. Since becoming a part of the commission he’s only ever worked alone, and when asked why he refuses to take on a partner he claims to already have one in his strong intuition. He finds it easier this way. There’s no one to upset when he runs off on a hunch he can’t substantiate with evidence, or who’ll resent him for making them feel stupid when they can’t keep up with his racing mind. And he won’t feel foolish for trusting someone when they ultimately decide to betray him. But since he only truly relies on himself, he has no one to turn to when he has a moment of doubt or uncertainty.
Ironically, this also has him frequently putting the needs and desires of others ahead of his own. While he is of course enjoying himself while solving mysteries and seeking out the truth behind every crime, ultimately the only people who really benefit from him doing so are the crime’s victims. Heizou admits that seeing others being emotional or passionate can be something of a weakness for him, and in moments like that even he can be willing to look the other way and keep a few extra secrets. In his own words, when he sees something beautiful he wants to help keep it that way. The concern he has for everyone who has been affected by the crimes he’s investigated actually makes him less confident about things than he makes himself appear, occasionally unsure about whether or not exposing the truth to everyone involved will do more harm than good. The pressure to just "be a genius" can and does weigh down on him, and in instances like that he has few qualms about consulting someone he feels he can trust for advice… And he’s only recently found someone like that in the Traveler.
4) Optional: What is something unique and interesting about them, or what is a fun little tidbit that sets them apart from the crowd?
Heizou makes a habit of regularly visiting the families of criminals that he’s had to put away, leaving anonymous gifts at their doorsteps just to make sure that they’re well taken care of in the absence of their loved ones.
In his spare time Heizou likes to write scripts for stage plays that will educate civilians about not falling victim to various crimes. STREET SMARTS!!

Fudou Style Martial Arts Prowess - Heizou grew up training in martial arts with his father and older sibling. As such he is extremely proficient in the fighting style that his father taught and, despite leaving home in his youth and his aversion to resorting to violence, continues to keep up his training.
Anemo Vision - As a bearer of an Anemo vision, Heizou has some control over the power of wind and air. This element has the ability to react with some of the other elements of the world - namely electricity, fire, water, and ice - which will then swirl that element and spread its effect. In Heizou’s case, it also lets him sprint for a little longer than most without getting as tired.
Heartstopper Strike - Heizou has the ability to charge up a single blow with Anemo power for several seconds before unleashing a powerful, wind-infused punch. The longer he holds it, the harder it hits.
Windmuster Kick - Heizou can leap into the air and kick a ball of wind at his opponent. On contact the ball creates a vortex in the air that will pull in nearby objects and opponents until it explodes and dissipates a few seconds later. As an Anemo-based attack, this can absorb various elements to cause further damage to who- or whatever has been sucked into the vortex.

Heizou will be more strongly inclined to join the Paladins as he settles into the world more. He’s a big believer in upholding justice and protecting innocent lives from harm and corruption, and generally the principles of the Paladins align better with his own. He’s not interested in power or glory nor riches; just in helping people be able to live out their lives in peace.
That having been said, Heizou doesn’t play well in teams and will usually choose to seek justice and unravel truths in his own way. Even back home, while he enjoys the work he does, Heizou doesn’t really have a strong sense of duty to his job or to his government and will readily shirk his assignments to pursue more noble mysteries. So if he needs to align with the Corsairs in order to follow that free Anemo spirit of his, then he will.
